Urban heat island mitigation strategy developed Houston Advanced Research Center for Houston.  The paper evaluates the UHI in Houston and suggests cool roofs, cool pavements, and shade trees.  This is a good example of the type of analysis needed to build the foundation for a successful and defensible cool surface initiative.
