Ambassador Wayne’s opening remarks to the Cool Surfaces for Building Energy Efficiency Conference in Mexico City in February 2012.  The 15-minute talk highlighted the huge potential benefits of large-scale deployment of cool surfaces in Mexico and detailed recommendations for spurring accelerated adoption.
